A Pittsburgh foodie recently gave a nod to Pho Minh, located on Penn Avenue, and known for having one of the best spring rolls in town. Food Vigilante blogged that the pho (pronounced fuh), a Vietnamese beef and noodle soup often eaten for breakfast, is “fo’ real!“
